The person
Tali learns warning calls by making older pilots explain their gestures. She devised a call for a vessel whose crew cannot speak, after watching a rescue delayed by assumed agreement. Her signal is spreading faster than the council can approve it. She has drawn instructions on the outside of the sheds where officials cannot ignore them.
