Rainward began as accommodation for workers repairing storm damage and became a neighborhood when those workers brought their families. Its walkways still bear shipping-container numbers, but residents have planted fruit trees around them. Calling the district temporary allows the city to postpone replacing its emergency power lines.
Asha Sen has organized an open survey of the unfinished ferry berth. She wants the results published before either the Assembly or the relay engineers can declare the neighborhood an experimental site. Residents will help test the signal, but insist on choosing their own evacuation routes.
