The person
Neris receives foreign captains in a warehouse whose doors remain open during council meetings. She has ordered a precautionary evacuation below the Mistlereach gates, provoking accusations that she wants to embarrass Athelarden. She would rather lose an alliance than explain a preventable drowning. Her private worry is that the gates are not the only source of the coming water.
