A city built around the harbor bell whose silence everyone fears.

Lumeport rises in three inhabited rings. The Saltstairs face the water; the Keelmarket sells what arrives on it; the Bellward keeps the records that make trade possible. At low tide, the city walks where it sailed at dawn. Painted lines on every public wall record the highest known water.
The harbor bell ordinarily sounds once for an arriving ship and twice for a rescue. Its keeper has begun sounding three strokes at midnight. Visitors call this a charming custom until they discover that nobody can agree who is pulling the rope. Iria Venn has ordered an inquiry that the dockworkers insist on joining.
Three shores share one sea, and none can afford to let it fall silent.
A buried machine whose greatest danger is the missing page in its instructions.
The hill of archives, public hearings, and careful silences.
Where a ship can become timber, a home, and a new ship in the same week.
A waterfront neighborhood measuring the tide one household at a time.
Nine seats, three constituencies, and no power to command a private fleet.
