The March is a federation of hill towns connected by causeways wide enough for two loaded carts. Every household owes work to a road crew and shelter to a stranded traveler. Its assemblies appoint temporary marshals for emergencies; keeping the title after the emergency is a serious crime.
Marchers built the foundations beneath Lumeport and maintain a legal claim to the buried stone. When the Hollow Sound began emptying, old quarry marks appeared on structures nobody admits to commissioning. Marshal Sera Tal has come to inspect them, carrying engineers rather than an occupying army.
