Council of Nine Moorings
Nine seats, three constituencies, and no power to command a private fleet.
The council can close an unsafe pier, allocate rescue crews, and collect the dues that maintain the sound’s lights. It cannot annex a town, order a private vessel into battle, or suspend a district assembly. Each vote names the constituencies paying its bill.
Its greatest weakness is also its safeguard: emergency action needs agreement between people with different risks. Restarting the Listening Engine would protect the trade routes while flooding parts of the Saltstairs. The council’s own charter requires the affected households to be heard before a vote.
