Mooring Guard
A civic rescue force with weapons it must account for separately.
The Guard maintains pumps, light boats, tow lines, and a small armory. Rescue crews elect their boat leaders; the council appoints the commander. Any deployment carrying weapons requires a second order stating why rescue equipment is insufficient.
